Biographical:

Flanagan was born in Chicago, Illinois November 9, 1962. He attended Lane Technical High School and graduated from Loyola University, Chicago IL in 1984 with a B.A. Flanagan, also earned his J.D. from Loyola University School of Law, Chicago, IL in 1988. He was field artillery captain in the United States Army in 1984-1988 and 1991-1992. Flanagan was admitted to Illinois State bar in 1991. He was elected as a Republican to the One Hundred Fourth Congress (January 3, 1995-January 3, 1997) but was an unsuccessful candidate for reelection to the One Hundred Fifth Congress.
