"(Declaration of purpose and policy)--To reaffirm the national public policy and the purpose of Congress in the laws against unlawful restraints and monopolies, commonly designated `antitrust' laws, which among other things prohibit price discriminations; to aid in intelligent, fair, and effective administration and enforcement thereof; and to strengthen the Robinson-Patman Anti-Price Discrimination Act and the protection which it affords to independent business, the Congress hereby reaffirms that the purpose of the antitrust laws in prohibiting price discriminations is to secure equality of opportunity of all persons to compete in trade or business and to preserve competition where it exists, to restore it where it is destroyed, and to permit it to spring up in new fields" (Wright Patman-Texas), and S.11; "To amend the Robinson-Patman Act with reference to equality of opportunity" (Estes Kefauver-Tennessee; Dennis Chavez-New Mexico; Joseph C. O'Mahoney-Wyoming; Paul H. Douglas-Illinois; Theodore Francis Green-Rhode Island; Lister Hill-Alabama; Hubert H. Humphrey-Minnesota; Henry M. Jackson-Washington; William Langer-North Dakota; Russell B. Long-Louisiana; Warren G. Magnuson-Washington; Pat McNamara-Michigan; Wayne Morse-Oregon; James E. Murray-Montana; Richard L. Nueberger-Oregon; John J. Sparkman-Alabama; Alexander Wiley-Wisconsin; John A. Carroll-Colorado; George A. Smathers-Florida; and John F. Kennedy-Massachusetts).
