Many of the materials relate to the Committee on Government Operations' Subcommittee on Environment, Energy, and Natural Resources. Many of these materials would typically be categorized in the Speeches Series, however, because these materials came from the personal files of Sandra Zeune Harris they have been placed in the Office Series. Sandra Harris was the staff director of the Committee on Government Operations' Subcommittee on Environment, Energy, and Natural Resources and a former staffer in Synar's office.
