Also contains a summary and section-by-section analysis of H.R. 2585. Includes handwritten notes by Fleischer. These materials were handled by Ruth Fleischer. Ruth Fleischer was the Counsel of the Committee on Government Operations' Subcommittee on Environment, Energy, and Natural Resources however it is unclear in what capacity she was working for Synar's office during the creation and use of these materials.
