Contains various materials pertaining to the air quality in Tulsa County and the Clean Air Act Amendments of 1990 (H.R. 3030) as well as the related legislation: Clean Air Act Amendments of 1989 (H.R. 99) and Clean Air Restoration Act of 1989 (H.R. 2323). Materials include comments, a summary, a distribution list, the NOx Offset Amendment, a report, and annotated air-quality-monitoring data. Also includes two legislation comparisons of H.R. 9, H.R. 3030, and H.R. 2323 and an annotated letter from Deputy Commissioner Mark S. Coleman of the Environmental Health Services on problems of redesignation of Tulsa County to attainment from nonattainment and of concerns regarding communication with the Environmental Protection Agency (EPA). Includes handwritten annotations by Fleischer. These materials were handled by Ruth Fleischer. Ruth Fleischer was the Counsel of the Committee on Government Operations' Subcommittee on Environment, Energy, and Natural Resources however it is unclear in what capacity she was working for Synar's office during the creation and use of these materials.
