Contains various materials pertaining to the Clean Air Act Amendments of 1990 (H.R. 3030) and the legislation's natural gas amendments as well as the related amendments to the Clean Air Restoration Act of 1989 (H.R. 2323). Includes mentions of the ARCO Chemical Company, oxygenated fuels, liquefied petroleum gas (propane and butane), and proposed mobile source amendments to H.R. 2323 and all mobile source provisions the American Gas Association would support. Includes handwritten notes by Fleischer. These materials were handled by Ruth Fleischer. Ruth Fleischer was the Counsel of the Committee on Government Operations' Subcommittee on Environment, Energy, and Natural Resources however it is unclear in what capacity she was working for Synar's office during the creation and use of these materials.
