Contains various materials pertaining to the Clean Air Act Amendments of 1990 (H.R. 3030) and related legislation including the Clean Air Restoration Act of 1989 (H.R. 2323) as well as the Clean Air Act Amendments of 1989 (H.R. 99). Materials include an annotated Issue No. 7 "Clean Air Facts" newsletter, a comparison between H.R. 2323 and H.R. 99, "A Side-by-Side Comparison of Studies Concerning Alternative Vehicle Fuels" issue brief, an annotated copy of H.R. 3030, and a Group of Nine Attainment Proposal Overview. Includes handwritten notes and annotations by Fleischer. These materials were handled by Ruth Fleischer. Ruth Fleischer was the Counsel of the Committee on Government Operations' Subcommittee on Environment, Energy, and Natural Resources however it is unclear in what capacity she was working for Synar's office during the creation and use of these materials.
