Contains various materials such as statements by Synar and letters by the Committee on Energy and Commerce and the Subcommittee on Energy and Power pertaining to the Energy Policy Act of 1992 (H.R. 776) subsequently known as the Comprehensive National Energy Policy Act, National Energy Security Act of 1992 (S. 2166), and the National Energy Strategy (NES). Also includes materials related to the Federal Energy Regulatory Commission (FERC) and their Order 936 as well as the Oklahoma State Senate Bill No. 663. These materials were handled by Sandra Zeune Harris and contain her handwritten annotations. Sandra Harris was the Staff Director of the Committee on Government Operations' Subcommittee on Environment, Energy, and Natural Resources however it is unclear in what capacity she was working for Synar's office during the creation and use of these materials pertaining to prorationing.
