Includes the Energy Technology Research and Development Authorization Act of 1991 (H.R. 2399), and the Clean Domestic Fuels Enhancement Act of 1991 (H.R. 2960), which was introduced by Synar. These proposed bills and amendments later informed the Energy Policy Act of 1992 (H.R. 776), subsequently known as the Comprehensive National Policy Act. Materials include numerous legislation drafts, handwritten notes and annotations and two marked up copies of H.R. 2399.
