Contains numerous Dear Colleague letters with the majority originating from the Subcommittee of Energy and Power as well as some letters sent directly to Synar pertaining to the National Energy Strategy (NES) and the Strategic Petroleum Preserve (SPR) amendment to the Energy Policy Act of 1992 (H.R. 776) subsequently known as the Comprehensive National Energy Policy Act. Also contains talking points and Dear Colleague letters Synar signed. These materials were handled by Sandra Zeune Harris and contain her handwritten notes. Sandra Harris was the Staff Director of the Committee on Government Operations' Subcommittee on Environment, Energy, and Natural Resources however it is unclear in what capacity she was working for Synar's office during the creation and use of these materials pertaining to the Strategic Petroleum Preserve, but the fax cover letters Harris sent out are on Subcommittee on Environment, Energy, and Natural Resources letterhead.
