Contains various materials such as letters, a copy of the Markey amendment, and press releases pertaining to the Markey amendment (H.Amdt. 557) to the Energy Policy Act of 1992 (H.R. 776) subsequently known as the Comprehensive National Energy Policy Act, the National Energy Strategy (NES), and the Federal Energy Regulatory Commission (FERC). These materials were handled by Sandra Zeune Harris. Sandra Harris was the Staff Director of the Committee on Government Operations' Subcommittee on Environment, Energy, and Natural Resources however it is unclear in what capacity she was working for Synar's office during the creation and use of these materials pertaining to prorationing and Markey's amendment.
