These materials pertain to the Federal Energy Regulatory Commission's (FERC) Order No. 636 and the Markey-Scheuer prorationing amendment to the Energy Policy Act of 1992 (H.R. 776) subsequently known as the Comprehensive National Energy Policy Act. These materials were handled by Sandra Zeune Harris. Sandra Harris was the Staff Director of the Committee on Government Operations' Subcommittee on Environment, Energy, and Natural Resources however it is unclear in what capacity she was working for Synar's office during the filing and use of these materials.
