This report was housed with materials on Contractor Certification and Penalty Legislation and was possibly used to inform legislation included in H.R. 2238, the Federal Acquisition and Improvement Act of 1994 and its Senate counterpart (S. 1587), which was enacted as part of P.L. 103-355.
