Contains drafts and final versions of dear colleague letters on H.R. 4279, Tobacco Advertising and Promotion Studies Act, OSHA's proposed rule to prohibit smoking in all workplaces, secondhand smoke, IHS Diabetes Program in the F.Y. 1995 Interior Appropriations Bill, and airline regulation. The title of this folder originally was "Dear Colleagues, SS&T", which was interpreted by the archivist to mean "secondhand smoke and tobacco".
