"The existing facilities used by the IPE were originally built piecemeal on existing grades and with no planning for any co-ordination with the facilities of the Fairgrounds or for future development in exhibition facilities. Even a superficial examination makes it clear that because the cost involved in putting existing facilities in shape would be prohibitive and because facilities are antiquated beyond possibility of modernization, it would be completely impractical to consider their continued use for any purpose."
