The text contains instructions for school districts on how to fill out and submit the new Indian Student Certification Form 506, which is used to determine eligibility for grants under the Indian Education Act. The form has been revised to comply with the Education Amendments of 1978, and district officials are responsible for ensuring that each child included in the count is an Indian as defined by the Act. The text also outlines several new provisions regarding eligibility, including that individuals serving "in loco parentis" are now considered "parents" for the purposes of signing the form, and that any falsification of information on the form is punishable by making the individual ineligible for future entitlements under the Act. Finally, the Assistant Secretary for Education is required to conduct a study on the definition of Indian and submit a report to Congress by 1980, for which data from the 506 form will be used.
