The letter describes the author's efforts to improve the Title IV program and the 506 form in particular. The author asks the Department of Education to put their policies in writing and to allow the cover letter on the 506 form to be taken in good faith until verification is denied by the tribe or the BIA. The author is still concerned that the policies are vague and not in writing.
