The proposed regulations for implementing the Archaeological Resources Protection Act of 1979 will seriously detract from the legislative intent of the Act. The regulations will prevent responsible avocational archaeologists from making controlled surface collections from sites that are eroding away, resulting in the loss of important information about those sites.
