Will Palomis, a consultant in the oil industry, suggests a number of changes to the way that onshore oil and gas leases are regulated. He suggests that leases should be issued faster, on a net rental basis, and that the government should grandfather in a new rent schedule. He also suggests that some exceptions should be made for leases that are in compliance with nearby leases or that are subject to equipment or weather delays.
