The text contains a letter from Congressman Claude Pepper to Jim Jones, in which Pepper discusses a proposal by Tulsa resident Russell Thomas Sr. to exempt senior citizens from having to purchase fishing licenses in all states. Pepper explains that while he sympathizes with the financial burden that senior citizens face in having to purchase multiple licenses, the federal government does not have the authority to control fishing license regulations, which are set by each individual state. He suggests that Thomas write to the Oklahoma Department of Tourism and Recreation for advice on how to proceed with his proposal.
