The realignment concept for the Bureau of Indian Affairs is based on assumptions about appropriate locations and planning considerations/criteria for an up-to-date organization that will be able to meet trust responsibility, technical assistance, and service needs most effectively for today and for the future. The concept will allow the Assistant Secretary more choice and better control over future use of available dollars, as opposed to simply reacting to ever-deeper cuts.
