The following text is a nomination for the Presidential Distinguished Rank Award, given to Joseph N. Exendine for his work in the Indian Health Service. Exendine has worked in the IHS for 15 years, and has been responsible for increasing the resources available to the IHS and tribal endeavors, as well as expanding the delivery of health care and services to American Indians and Alaska Natives. He is a recognized leader in advancing the Administration's concept of assisting the Indian people to man and manage their own health care programs, and has been instrumental in the transfer of functions and responsibilities to local governments. Consequently, four hospitals, over 200 health stations, and numerous health service contracts have been decentralized to tribal governments and Alaska Native Corporations. Dr. Exendine's career epitomizes both personal and professional commitment to service for others, and he is therefore recommended for the Presidential Rank Order Award.
