The text contains a complaint by Michael Kerpan to the Department of Labor regarding unfair and unethical employment practices by the Oklahoma Tribal Assistance Program (OTAP). Kerpan alleges that he was promised a job with OTAP, but then was denied the position when he arrived to start work. He also alleges that the OTAP Board of Directors has violated his equal and legal rights, and that they have falsely accused him of violating OTAP policies.
