It explains how the aim has been fighting for the rights of native Americans for many years, and how the Nixon administration instituted a policy of Indian preference in order to help them. However, this policy has had the unintended consequence of preventing non-Indians from getting jobs in the Bia. The author argues that this is unfair and that the situation needs to be rectified.
