The text describes the situation of non-Indian employees in the bureau of Indian affairs (Bia) and the Indian health service (IHS), who are the only career civil servants without equal opportunity. According to the civil service commission chairman, these employees "are not in danger of losing their jobs". However, this is no guarantee, as some have already lost their jobs, and others will in the future. The text argues that the governments position that opportunities for advancement do exist for these employees is an unsupportable fabrication, and that the employees are effectively being held in a position of involuntary servitude.
