The text describes the authors views on the proposed restructuring of the bureau of Indian affairs (Bia). The author believes that the current proposal does not go far enough in empowering tribal governments and that consolidation of Bia offices without corresponding authority transfer would be detrimental. The author recommends that the Bia be restructured into two separate divisions for natural and human resources, as per the recommendations of the American Indian policy review commission, in order to more effectively deliver services to tribal communities.
