The text discusses the difficulties that the author has experienced in trying to help native Americans in Tulsa. The author notes that the bureau of Indian affairs and the Indian tribes have set up a priority list that Tulsa Indians are just not eligible for. The author argues that this is unfair and that the congressman should not support the programs and budget of the Bia if they do not benefit the people of Tulsa. The author also notes that there are no regulations that require a person to be 1/4 blood or to live in the city limits of Tulsa in order to be served.
