The text contains a letter from Overton James, governor of the Chickasaw nation, to ken smith, assistant secretary of the interior for Indian affairs. In the letter, James expresses surprise at the recent announcement that the Muskogee and Anadarko area offices of the bureau of Indian affairs will be consolidated into a regional office to be located in oklahoma city. He states that when the idea of consolidation was previously rumored, bureau of Indian affairs officials assured him that the Indian tribes would be consulted prior to a decision being made. James goes on to say that he interprets "consulting with Indian tribes" to mean explaining in detail how the consolidation will improve delivery of services to Indian people, how many dollars will be saved, and in what areas the money will be saved. He also expresses interest in knowing the final role to be played by the local agencies, asking if they will be given more authority and additional staff, or if they will be reduced or consolidated.
