Letter from Irving W. Duffel to James R. Jones, in which Duffel describes how he has been mistreated by the Department of the Interior's Bureau of Indian Affairs at the Osage Agency. Duffel explains that he has been trying to work a gas lease since 1979 but has been continually thwarted by agency employees who have delayed his paperwork and disregarded his rights. Duffel asks Jones to investigate the matter.
