The text contains a letter from Stephen Kaplan, legislative assistant to congressman jones, to Kenneth e. Black, executive director of the united Indian tribes of western oklahoma and Kansas. In the letter, Kaplan explains that jones is currently out of the country on a fact-finding mission in the middle east, but that he will bring blacks letter to his attention as soon as he returns.
