The author, Rathie W. Burris, is a member of the Delaware Tribe of Indians and is writing to Representative James R. Jones. Burris requests that Jones vote against House Bill No. 3866, which would give Delaware Tribal money to non-Delaware people. Burris also raises concerns about the Bureau of Indian Affairs (B.I.A.) stating that the Delaware Tribe is not federally recognized, despite a 1977 Supreme Court decision affirming their recognition. Burris asks Jones to support a Delaware Tribal recognition bill and to assign a member of his staff to study the tribe independently.
