The Acting Commissioner of the Administration for Native Americans presented an overview of the fiscal year 1984 budget to the Education and Labor Subcommittee. The Administration aims to promote economic self-sufficiency for Native Americans by supporting locally-determined strategies for social and economic development. They prioritize funding for long-term development rather than increasing dependency on social services. The evaluation of their programs in 1982 found that grantees have become more results-oriented and have achieved success in establishing commercial enterprises and improving natural resource development. The Administration plans to continue administering financial assistance grants to Native American tribes, despite a proposed initiative to transfer this responsibility to the Bureau of Indian Affairs. In fiscal year 1984, the Administration plans to phase out funding for non-federally recognized groups and focus on strengthening tribes with clear federal recognition.
