The Deputy Under Secretary for Planning, Budget, and Evaluation is discussing the budget proposals for the Indian Education Act and Impact Aid programs for fiscal year 1984. They are proposing to terminate assistance under the Indian Education Act and are requesting funds for school construction grants for districts that serve children residing on Indian lands. They also mention the special relationship between Indians living on or near reservations and the federal government, and state that Indians not living on or near reservations should be treated the same as other Americans in terms of federal program design and operation. They estimate that all combined programs will result in about $300 million of support for Indian students and adults. They also discuss the criteria for payments under the Impact Aid program and request funds for school facility construction.
