The text is a letter from Elmer H. Grant, Principal Chief of the Sac and Fox Tribe of Indinas of Oklahoma, expressing support for Senator De Concinis amendment to the Interior Appropriations bill, which requests $8 million for tribally controlled community colleges. The letter acknowledges that the House version of the bill only requests $4 million for these colleges and mentions the need for a compromise to be worked out in Conference if the House and Senate approve different amounts.
