The Department of the Interior is recommending the enactment of a bill to distribute funds to the Grand River Band of Ottawa Indians as a result of a judgment in their favor. The bill proposes a per capita distribution of funds to eligible members of the band, but there are concerns about the eligibility criteria and the involvement of the Northern Michigan Ottawa Association in the distribution process. The Department suggests that all descendants of the band should be eligible to share in the funds, not just those who are members of the Association.
