The Southwestern Cooperative Educational Laboratory, Inc. (Southwest Cooperative Education Laboratory) is focused on helping those children whose cultural background makes it difficult for them to learn standard American English. A systems approach is used to investigate various variables that could impact the efficiency of solutions. These variables include student learning styles, teacher training programs, and expectations for student success. The initial program modules will focus on developing culturally-based language arts materials and increasing student and teacher expectations for success.
