Mrs. Carter is a neighborhood counselor for the Fourth Congressional District of Louisiana. In her letter to Mrs. Harris, she expresses interest in learning more about the programs offered by Oklahomans for Indian Opportunities, and how she might be able to help. Mrs. Harris is the chairman of the Women's Advisory Council on Poverty, and she provides some suggestions to Mrs. Carter about how she can get involved in community programs to help solve the problems of the poor.
