The Community Representatives Advisory Council (CRAC) is critical of the Office of Economic Opportunity (OEO) for not involving the Poor more in decision-making, and for not doing a better job of communicating with and educating them. They recommend the establishment of regional CRACs, and say that every OEO program should be evaluated before it is funded.
