Mayor Lawrence Cohen of Saint Paul, Minnesota, gave a keynote address at the Texas State Conference on Criminal Justice Goals & Standards in Nashville, Tennessee, on March 10-11, 1975. He discussed the work of the National Advisory Commission on Criminal Justice Standards and Goals, and the recommendations of the National League of Cities-United States Conference of Mayors Task Force on Criminal Justice Goals and Standards. He also gave some suggestions on what mayors and city council members can do to develop goals and standards that are appropriate to the needs, expectations, and resources of their city and its citizens.
