The letter is a response from Judge W.F. Sample, General Counsel of the Choctaw Tribe, to Mr. Virgil N. Harrington regarding the proposed Bylaws of the Choctaw Corporation. Judge Sample provides recommendations and suggestions for amendments to the Bylaws based on comments from Mr. Robert Pennington. The letter also mentions discussions about reinstating Choctaw tribal members to the loan program of the Bureau of Indian Affairs and legislative proposals. Judge Sample urges for early consideration of the proposed Bylaws as time is running out.
