The letter also expresses hope for Spaan's cooperation with the new appointee and appreciation for his interest in the Department of Health, Education, and Welfare. The response from Under Secretary Wilbur J. Cohen explains that Francis Ellis was chosen for the position due to his qualifications and effectiveness as an Executive Officer.
