The text is a telegram announcing the approval of a preliminary loan of $3,600 for new low rent public housing in Tishomingo, Oklahoma. The funds will enable the Housing Authority of the Chickasaw Nation to begin planning for 24 low rent homes, with six designed for the elderly.
