The text consists of two letters written by Dora S. Schexnider, the Principal Chief of the Sac and Fox Tribe of Oklahoma. In the first letter, she expresses disapproval of Senate Bill #4045, which would grant federal recognition to the Lumbee Tribe of North Carolina. She argues that the Lumbee do not have a legitimate claim to Indian status and urges opposition to the bill. In the second letter, she requests the introduction of a legislative bill on Dockets #135, 153, and 219, which would distribute claims among the three Sac and Fox groups based on the 1937 Roll. She also highlights the importance of education for Indian children and the need for settlement of the claims.
