Mr. Phillips wrote a letter to Carl Albert, a member of Congress, inquiring about the payment to the Choctaw and Chickasaw Indians for coal lands they sold to the government. In response, Carl Albert informed Mr. Phillips that enrolled members would be paid first, followed by heirs. He advised Mr. Phillips to update his mailing address with the Muskogee Agency to avoid payment delays. Albert offered further assistance if needed.
