David Hummingbird, a member of the Creek tribe living near Okemah, Oklahoma, has been facing water supply issues. Despite efforts to tap into the Okemah City Water system, it was not possible due to city rulings. An alternative solution was proposed through the construction of the Okfuskee Rural Water District No. 2 line near his home. Senator Dewey F. Bartlett and Chief Claude Cox of the Creek Nation were involved in finding a solution to Hummingbird's water problem.
