The letter dated March 28, 1974, addressed to Mr. Thomas A. Ellison, expresses disapproval of the plan proposed by Principal Chief Claude A. Cox for the use of Creek Judgment Funds. The letter argues that the plan was developed without the knowledge and consent of tribal members and contains too many uncertainties.
