The text is a letter from T. L. Brown to Senator Robert S. Kerr, suggesting the launch of a succession of "Echo" type satellites in order to place the United States on the offensive in the psychological aspect of the cold war. Brown believes that such a program would help protect future generations and establish US space rights. Senator Kerr responds positively to the suggestion and promises to bring it to the attention of officials in the civilian space agency.
