Mr. Carnes wrote to Hon. Carl Albert inquiring about the deceased allottee's per capita payment, which he had heard would not be made for about two years. Carl Albert responded, explaining that it would take around two years to make all the payments to the heirs of deceased Choctaws and Chickasaws due to the large number of claims. He assured Mr. Carnes that payments would begin as soon as all living enrolled members had been paid, and that each proof of heirship claim would be processed individually. Albert's response provided clarification on the timeline for the payments.
