In a letter dated February 3, 1959, Senator Robert S. Kerr acknowledges Mr. W. O. Baggett's concerns about the Department of Agriculture's handling of soil bank applications. Kerr expresses his disagreement with the department's actions and states that he has been unsuccessful in persuading them to change their approach. He informs Baggett that he will continue to push for a change but cannot guarantee success due to the Secretary of Agriculture's attitude towards farmers. Kerr appreciates Baggett's input and assures him that his concerns will be added to the list of objections he already has.
