Miss Cheryl Hathaway, a student majoring in Early Childhood Education, wrote to Senator Fred R. Harris requesting information on the educational difficulties faced by American Indians and recent educational programs to address these issues. Senator Harris forwarded her request to the Bureau of Indian Affairs and the Library of Congress for assistance. The Bureau of Indian Affairs provided educational materials for Miss Hathaway's research.
